Two plans with 2 GB of memory can differ by a factor of three in CPU allowance, disk throughput and transfer, and the tier labels (Starter, Plus, Pro) tell you nothing about which one your workload needs. Decoding the sheet is a matter of translating each number into a workload property, and comparing the budget VPS plans with that translation in hand.

vCPU Count Is a Share, Not a Core

A plan advertising 2 vCPU on a shared host is allocating two threads of a contended physical core, usually with a fair-use ceiling. The number that matters is the sustained performance of those threads under load, which is why providers that publish a CPU model and a steal-time ceiling are worth more than providers that publish a core count.

For sizing purposes, treat a shared vCPU as roughly 60% to 80% of a dedicated core for sustained work, and as a full core for bursty traffic served from cache. That single adjustment explains most of the gap between advertised and actual capacity on entry-level plans.

RAM: The Number That Decides Your Stack

Memory determines what you can run concurrently, not how fast any single thing runs. A 1 GB plan runs a single PHP-FPM pool and a small database if you keep workers low. A 2 GB plan runs the same stack with a comfortable page-cache margin. A 4 GB plan starts to support containerized services without swap pressure.

Workload

Realistic RAM floor

Comfortable

Tier label you will usually see

Static site or reverse proxy

512 MB

1 GB

Starter

WordPress + MariaDB

1 GB

2 GB

Starter / Plus

Docker with 3-4 containers

2 GB

4 GB

Plus / Pro

Node.js API + PostgreSQL

1 GB

2 GB

Plus

Game panel (small)

2 GB

4 GB

Pro

Disk: Capacity, Type and the Number Nobody Prints

Capacity is the easy part. Storage type matters more: SATA SSD, NVMe, and network block storage differ by an order of magnitude in random IOPS, which is what databases and package installs actually consume. A 40 GB NVMe plan beats a 100 GB SATA plan for almost every web workload. A nominal 300 MB/s sequential figure says nothing about the 4K random reads that a MariaDB or PostgreSQL query path depends on.

The missing number is the IOPS floor. Budget providers share an array across dozens of tenants, so peak-hour throughput can collapse even when space is plentiful. Expect 3,000 to 8,000 random 4K IOPS on entry NVMe tiers and 500 to 1,500 on shared SATA; if a provider publishes a per-plan IOPS guarantee, that line is worth more than an extra 50 GB of space.

Bandwidth: Allowance Versus Port Speed

A 4 TB allowance on a 100 Mbit port is a different product from a 2 TB allowance on a 1 Gbit port. The allowance caps monthly volume; the port caps instantaneous throughput. Serving a 2 MB page to 50 concurrent visitors needs about 800 Mbit, which no allowance will help you reach if the port is capped at 100.

For most small sites, 1 TB on a 1 Gbit port is better than 4 TB on 100 Mbit. The exception is file distribution and backup targets, where monthly volume dominates and burst throughput is irrelevant. Estimate the page weight first: a 300 KB page served 30,000 times a month is roughly 9 GB of transfer, which means bandwidth is rarely the constraint for text and image sites and almost always the constraint for media.

Reading the Fine Print on ‘Unmetered’

Unmetered at 10 Mbit equates to roughly 3.2 TB per month of theoretical maximum.

Fair-use clauses usually trigger throttling, not overage billing, so the limit is invisible until you hit it.

Some plans cap monthly transfer even when the port is labelled unmetered.

Ask whether the figure is bidirectional; some hosts count ingress and egress together.

Convert every bandwidth claim into GB per month using the port speed as a sanity check. 100 Mbit sustained for a full month is 32.4 TB, so an “unmetered” plan on a 100 Mbit port that throttles after 2 TB is really a 2 TB plan with a different label.

Building a Spec-to-Workload Scoring Table

Score each plan against your own workload weights instead of comparing raw numbers. Give CPU 30%, RAM 30%, disk IOPS 25% and bandwidth 15% for a typical web application whose traffic is driven by PHP or Node. Shift the weights toward disk and RAM for a database, and toward bandwidth and CPU for media.

Weight

Web app

Database

Media / files

CPU

30%

25%

20%

RAM

30%

35%

20%

Disk type / IOPS

25%

35%

10%

Bandwidth

15%

5%

50%

Translating Specs Into a Monthly Budget

Once you have weights, cost per weighted unit becomes comparable across providers. A $6 plan that scores 70 out of 100 returns more per dollar than a $4 plan that scores 40, even though the $4 plan has the lower sticker. The cheapest plan is only cheapest if it clears your workload threshold.

Leave 30% headroom above the measured requirement, and no more. Overprovisioning is the most common form of budget waste in VPS buying, and it is invisible because the server simply runs comfortably while you pay for capacity you never touch.

Read every spec sheet in workload terms and the tier names stop mattering. Score CPU, RAM, IOPS and bandwidth against what you actually run, apply a 30% headroom margin, and let the cost per weighted unit pick the plan. To do that comparison with real numbers, browse budget VPS plans by spec and price rather than by tier label.

In today’s digital landscape, businesses and individuals alike are seeking cost-effective solutions to host their websites and applications.
