In practice most providers bill until the instance is deleted, not stopped — a stopped instance still holds its memory reservation, disk, and IP. An 8 GB VM “stopped” at $0.012/hour costs $8.64 a month doing nothing.

The gap between suspend, stop, snapshot, and terminate is where idle spend hides. Four states, four billing models, and only one of them actually stops the meter. The tables below price each state at realistic 2026 rates so you can decide whether a sleeping instance is worth keeping warm.

Four states, four meters

Running bills compute, memory, storage, and a public IP: the full hourly rate. Stopped on most hyperscalers releases the CPU but keeps the memory reservation, boot disk, and often the IP, so you pay a reduced rate that can still be 40-60% of the running price. Suspended on budget providers usually freezes the filesystem to disk and releases resources entirely, billing only storage. Snapshotted and terminated bills storage for the image only, and reconstructs the machine on demand.

The critical question to ask any provider is which resources survive the stop. If the answer includes “memory reservation” or “static IP,” the stop is a discount, not an off switch. Compare how providers define their stop semantics on our provider comparison table before assuming a stopped instance is a free one.

The monthly break-even for an idle instance

Take an 8 GB / 4 vCPU instance at $0.030/hour running, $0.015/hour stopped with memory retained, $0.003/hour suspended (storage only), and $0.40 per snapshot stored. Multiply by 730 hours and the ranking becomes obvious: running $21.90, stopped $10.95, suspended $2.19, snapshot $0.40 plus the cost of rebuilding.

State

Hourly

30 days idle

What survives

Running, no traffic

$0.030

$21.90

Everything

Stopped (allocated)

$0.015

$10.95

RAM, disk, IP

Suspended (released)

$0.003

$2.19

Disk only

Snapshot + terminate

—

$0.40 + image

Image at 100 GB

Two instances, both stopped

$0.015

$21.90

Double the waste

Stop versus suspend: what the difference actually buys

Stopping preserves the machine on disk with the OS and application data intact, so a start takes 30 to 90 seconds. Suspending releases more but often means a cold boot, a health check, and possibly a new IP if the provider does not hold it — which breaks DNS records and firewall allowlists.

For instances idle for days, the $8.76 a month suspend saving outweighs ten minutes of re-provisioning. For instances stopped two hours between builds, stop is right: the price difference is cents and start-up time is what matters. Pick by idle-window length, not discount size.

Snapshot and terminate: the cheapest idle state, with a hidden rebuild cost

A snapshot of a 100 GB disk at $0.004/GB-month is $0.40 a month, and the machine is genuinely gone from the billing meter. The hidden cost is everything that has to happen to bring it back: a new instance to attach the image to, a new public IP unless one is held separately, a reissued TLS certificate if the old one was tied to a now-dangling record, and the restore time itself, which for 100 GB from block storage runs 10 to 25 minutes.

The break-even versus suspended is straightforward: if the instance rebuilds fewer than about twice a month, snapshot and terminate wins by $1.80 a month or more. If it is rebuilt weekly, the fifteen-odd minutes each rebuild has a labour cost far above the $1.80 saved, and suspension is the better state. Write that threshold down next to the instance name.

The IP address that survives every state

A reserved IP bills whether or not it is attached, typically $1 to $4 a month — invisible while the instance runs, a third of the bill once it stops. Keep it if a DNS record depends on it; release it and use dynamic DNS if it is a rotated staging host.

Audit this separately. Providers report IP billing on its own line and it is rarely reconciled — six reserved addresses across two projects is $12 to $24 a month of idle cost.

Scheduling the state transitions

For predictable idle windows — a nightly build runner, a weekday-only staging box, a license server used a few hours a week — schedule the stop through the provider API. A staging VM idle 16 hours a day, suspended instead of stopped, saves about $4.40 a month at the rates above, and $7.80 at snapshot.

# suspend staging at 20:00, resume at 07:00, weekdays only
0 20 * * 1-5 /usr/local/bin/vpsctl suspend staging-web
0 7 * * 1-5 /usr/local/bin/vpsctl start staging-web

# snapshot the build runner after its last job, then terminate
30 3 * * * /usr/local/bin/vpsctl snapshot build-01
              && /usr/local/bin/vpsctl terminate build-01

When idle billing is the correct choice

Not every idle instance should be turned off. One serving 40 requests an hour by day and nothing at night must be up when the first request lands, and the cold-boot penalty is worse than the $10 saved. Test whether anything needs sub-minute recovery: DNS, monitoring, health checks, schedulers, and anything with a pager stay running.

The idle-state checklist

For every instance, write down four figures: hourly running, hourly stopped, hourly suspended, and monthly snapshot. Multiply by the idle hours per month, add the reserved IP if it must survive, and compare against the labour cost of a rebuild. Anything idle more than 200 hours a month and rebuilt less than twice belongs in suspend or snapshot. Anything with a pager stays running.

Hourly billing rewards deletion, not stopping. The providers that bill stopped-but-allocated instances are not being dishonest — they are charging for the reservation, and the reservation is what makes an instant start possible later. Once you know which state stops the meter, the choice becomes arithmetic, and the arithmetic is on the plan and terms comparison for any instance shape you are considering.

Hourly billing sounds like it solves the idle-server problem: provision for a two-hour build, tear it down, pay for two hours.
